The Associates are a huge lending company. They have offices in many states.I believe their main office is in Pittsburg PA.
As far as buying Notes. Yes, they do but your chances of getting them to buy one from you is slim. Unless you are a big customer and can provide financial statements and the whole nine yards they probably won’t deal with you on a small scale and if you could the pricing is not going to be very competitive and they will be very slow in helping you.
If you need a deal done now go to an established note buyer or broker.
