A product called BIN from Zinnser Co., Inc. It is a shellac-based white pigmented primer. If it won’t cover it, it can’t be covered.

I have had great coverage with Bulleye’s 123. Got at Home Depot. Just finished interior/exterior of MH. It covered metal siding as well as paneling. Excellent product. It was recommedned by experience MH contractor. It works better than any other primer that I have used.
