many banks do tlc custody work for institutional tax lien buyers so their names appear as record owner (i.e. Bank of NY custodian for XYZ corp). The real owner probably would assign some liens that are old and have not been paid off but probably not piecemeal. If you are talking a large purchase (at least six figures or more)then I could put you in touch with some people. Let me know.
