If each unit has it’s own meter you can lower rents but have them pay utils.
If not, just tell them that instead of raising rents this year, they have to start paying part of the utils!
If you have two utils that are similiar in cost, you could get each unit to pay one of them.
OR! You can tell them they have to pay the utils, have it transfered into their name, and tell them to work it out between themselves
