Trisodium Phosphate, mixed as directed, will clean the walls (especially paneling!) and ceilings and surfaces. You’ll find it with solvents and such. Using it barehanded will irritate the skin somewhat, so perhaps gloves (I never do).

Kilz over the cleaned ceiling will do the job.

Carpet will likely have to go - cleaning it likely won’t do what you want. Talk to a truck-mounted, STEAM carpet cleaner about this.

Make sure that you file small claims against your old tenant for the damages - prorate carpet replacements against its seven-year life, the cleaning and painting materials, and if your state allows, charge for your time. If you hire it done, keep receipts.

Just because the security deposit is reconciled, it does not mean that they are off the hook for more expensive or later-discovered damages.

I have an older mobile rental that was supposed to be non-smoking. The old tenant smoked it up and the new tenant is complaining.

Kilz the ceiling? Have the carpet cleaned? What about the old paneled walls? Can they be cleaned somehow?
