It means there are private restrictions (think of a HOA restriction) on the quality, type, size of the homes. Since Houston has no zoning, the only way you get restriction on the quality of the subdivision is through private deed restrictions. In this context, it means this is probably a higher quality subdivision, or at least wants to be.

“I own a home in Huffman, tx, north side of houston, and I have to sell it now. I’m getting a divorce and the loan is behind and I can’t afford to keep paying it. My ex says whatever I want to do is fine. house is 5 bedroom, 3.5 bath on 3/4 acres in deed restricted neighborhood, built in 1973, 3300 sq ft., very nice and I hate to lose it. Are you interested?”
