My suspicion would be that he’s confusing a title and a deed. Never heard of a mobile home with a deed unless it was on a permanent foundation on its own land.

I called a seller to inquire about a MN he has for sale. He said that he actually was given a deed when he bought it instead of a title. This is first time I have heard of this in Wisconsin. MH is 1971 and been in the park for a long time, so are there instances when deeds apply instead of titles? Also, are there property taxes as well then? Thanks all.
