Patrick, since you are a novice lien investor, rather than go head to head with the big boys at the tax sale
you might be better off using an angle that a friend of mine has had great success with. He does some cursory due diligence to weed out the bad properties and then does a mass mailing to the entire list offering them a lowball figure to quitclaim the property to him.
