Patrick, since you are a novice lien investor, rather than go head to head with the big boys at the tax sale
you might be better off using an angle that a friend of mine has had great success with. He does some cursory due diligence to weed out the bad properties and then does a mass mailing to the entire list offering them a lowball figure to quitclaim the property to him. The Baltimore City Delinquent Tax Lien Property List was just published on 4/27/00 in the Baltimore Sun. The sale is next week at the Convention Center. (I’ll check and get back to you on the dates.) My question is, is this a useful tool in buying tax lien certificates? The timing seems mighty short! What is the best procedure to use this resource and the tax sale to invest creatively?
