Here in CA there is a document put into the county recorders office by the city or the county. Easy to look up when you know the name of the agency which does it.

Call the city or county, whichever would have jurisdiction. Ask for the “code enforcement” office. It is usually in planning, community development, zoning, or the like. They would be the ones to have information. In one county I have been able to buy computer printouts off all the properties they have under watch for something like $5.
