Apartment house association meetings.
Advertisement in apartment house association newsletter/magazine.
Advertisement in the newspaper properties wanted ads.
Mass mailings to the owners of rental properties.
Getting the names of owners doing evictions and soliciting them.
Notices where they might buy building and maintenance materials: bulletin boards in plumbing shops, etc.
Solicitation letters to the tradespeople that come in contact with the property owners: plumbers, electricians, handypersons, gardners, etc. offering referral fees for leads.
Letting everybody you know understand what you are looking for.
Follow around the professional renters. Get the names of people who have been evicted several times. Find out where they live now. Solicit the owners of those properties.
If there is a real estate investment club, attend and leave fliers. Become known to the beginners who show up. After a while they will be calling you to sell when they find out they don’t know what they are doing and they are losing money.
That might get you started.
