I am looking at a duplex fixer to go sec. 8 that has cinder block walls. Would i need to add some type of insulation to meet sec 8 standards? How could i finsh the interior to enable the tenants to be able to hang pictures and not punch big holes in the cinder block? Thanks.

Larry,

no need for insulation in section 8. That is not required. As for the pictures. Trust me, the tenants don’t have problems making holes. Now seriously, if you wanted to add hangers for them, I would just drill a hole and install an wall anchor.
