Yes you will have to live in one of the apartments.
If you are able to that is a good way to get started,
such as buying a Duplex.

I figured I would use a first time home buyers loan to purchase my first rental property. I talked to some people about this and they told me that first time home buyers loans do not permit rentals, I have to live in this place myself. Is this true?

I am also almost positive that for a First-time buyers loan you must be living in the property
