Thanks for the input. The frost will go 4 1/2 feet deep. The problem lies in the fact that the pipes go under the road in park. I will wait for the next break and insulate at the point. Also will check the code.

I own a MHP in northern Wisconsin and almost every year I have a main water pipe burst in the spring when the frost comes out of the ground. Can I put 4 inch foam on top of the pipes that run under the roads to keep the frost from going under the pipes? Anyone else have this problem and solved it?

Lisa, How deep are the pipes underground? They may be within the freeze line. Check with the local code to see what the deapth of the freezeline is for your area.
