I am a rehabber and land buyer. The following is not my forte:

There is a nice house that has been abandonded for about 6 months. The owner lives in Germany and has listed it thru a RE agent. We offered 16K less than it’s listed for. They came back with 2K less than listed price (what he owes for pay off and realtor fee).

What are some of my creative options to acquire this property? …or am I beating a dead horse? The owner has to be motivated.

If you do not like the counter, simply counter again and offer the price that will work for you. If your initial offer is all you can pay, then counter back at that price, but I would counter with my best offer and then walk away if they do not accept it. If it’s still for sale in another 60 to 90 days, go back at them with another offer (less than your initial offer) and see what happens. It may just work out
