To register you domain go to http://www.godady.com it cost $8.95 a year. Doing a website is a little more complicated but go daddy has servives availble that make it easy and painless.

$99 per year for hosting. Very cheap already, but here’s the good part: free domain name registration for as long as you remain a customer. I’ve found it to be a good hosting service, with pretty good support. With your domain you get 500MB of storage space…very large for the money and large enough for just about any website you could design.

www.bizhosting.com They offer a free web hosting deal (With a banner ad of course.) and included with that is an idiot resistant site builder. (Kind of a fill in the blank deal.) This is really easy to use, even I was able to put together a site and that’s a dang miracle! (I’m html illiterate)

To register your domain name try register.com although I think you can do it cheaper somewhere else. Check into it.
