Send your letter to the last know address and put the words “forwarding service requested” on the envelope.
The post office will give you thier latest address and it will cost under a buck.
There are services that do more for you but I find this is a cheap and very effective method.
If there is a property I have to have and I can’t find the owner I try to buy the note directly from the lender and continue the forclosure process.
