No, properties offered for sale are nowhere indicated in the county records.
If it is in a multiple listing service, you can see when the current listing started. However, it might have been listed earlier, not sold, and been relisted–perhaps more than once.
Ask the real estate listing agent.
If it is a FSBO look back at old newspaper advertisements for the telephone number of the owner.
Otherwise, ask the owner.
Typically, this information is not particularly important to do when making an offer, I feel.
