Depends on the credit. However, with some lenders if you can show the improvements you have made they will go off appraised value, Greenpoint. Freddie Mac lenders you can refi 1 day seasoning on appraised value but no cash out. Delta Funding & 1st NLC, 6 months seasoning for cash out.
