I agree with David. If you don’t have a ton of knowledge on local ordinances and procedures yourself you need to find yourself a good local civil engineer. Then be prepared to spend 30% more than what everyone tells you it should cost.

It really complicated and I haven’t seen any course or book that I’d recommend. Around here most plans take a year minimum for approvals. One recent plan I did needed muncipal, county, 2 state agencies and a Federal agency approval. That’s tough to do in a year? You need to read the local ordinances and take to engineers, surveyors, and others who run the plans in your area. It is a very local business for the most part, though there are regional, national developers, they are mostsly commercial or large scale residential.

Get the expertise, be patient and have deep pockets.
