If you can’t find your laws at one of those, they ain’t on the internet.

try a search engine, like Google.com and enter
your state — state statutes.
like, for georgia , enter
GA state statutes
This should get you some links,
and maybe the atty gen or others.
Or try name of nearest large city,
and chamber of commerce.

Try title company, I think for contracts and
prodedure; library for your state’s RE laws reference book.
State Banking commission–call and ask. Depends on your state.
Need to say what state you are in, as part of your
name in the return of your post,
then people from your state can help you.
Try the search engine first. Some states’ online
info is better than others.
Then, don’t try to interpret usury laws. Come back here, and see what you want to do. State clerks won’t have any idea what you are asking, most likely.

You have questions that might fall into several different departments. Librarian could be very helpful.
