I’d expect nobody to care, since you’re doing it for your Mom, pro bono.
If you were managing for commission/percentage of the rent, yes, you probably would be required to be RE licensed by your State.
Generally speaking, a RE property mgr is required to be an employee of the owner, or a licensed RE agent, working under a RE Broker.

I manage two rental properties for my partner. She owns them as an individual. I am the AGENT FOR THE OWNER on all the documents. Do I require a Real Estate Liscence? We do not have a formal agreement and I do not get paid.
