My experience in that part of CA says no landlord I know, local or
otherwise, will l have anything to do with licensing. Lots of independence
and libertarian values out there in the desert. So Granny has to get a
license to rent out the back place when she’s already been doing it for 25

I’ve always been impressed by the outright denial of reality socialists engage in. It should be obvious rent control is the cause of the lack of rental housing. Instead of acknowledging the Council itself is the problem, they implement a rule (Measure EE) that will only make things worse.

Looking at EE, I am amused that EE strips the landlord of their traditional right to refuse subletting, and that even if you want to move in yourself you can’t if the tenant has been there 5 or more years and you aren’t as old or disabled as they are.

What’s a landlord to do? Quit and take your business where you’re appreciated. Can’t you kick the tenant out under the Ellis Act? There are plenty of places in the Bay Area without rent control. High vacancy is the expected result of EE. Who is going to put in a tenant they can’t ever remove?

This probably isn’t going to be an issue unless someone tattles on Granny. The cities seem to be monitoring tax records. So if Granny’s tax bill goes to Granny’s house then she is ok even if she is renting out a room or the “Granny flat” out back.

But if suddenly the tax bill on Granny’s house is going to Granny’s new McMansion then it’s a problem. Not sure how they would handle OO 2, 3 or 4-plex. My guess is they wouldn’t know to tax them.

And therein lies my point about the urgency of this issue for landlords
in Victorville. IMO there is none because there is so much that has to
be figured out at the local govt level before any landlord is actually
affected. Who is a landlord? Which type of units will be covered, etc.
What requirements for licensing? What fees? What kind of renewal? If
they are talking about a licensing law, that will have to go through the
approval process. I don’t think anybody has anything to worry about
yet.

Maybe you are right… but only because govt is… well… govt. There are MANY models for them to look at if they choose to do so. Remember this is ALL about govt not being able to live within their means and wanting to spend more $$ so that may light more of a fire under them.

Here are some examples, based on my experiences and your questions:

Who is a landlord? Anyone who rents out a house or apartment. (I’m sure they would love to nail peeps renting out rooms in their own houses but haven’t figured out how.)

Which type of units will be covered, etc. Residential properties > 4 units. Or ALL units (one city switched to this model when they weren’t sucking up enough $$$).

What requirements for licensing? Send in the check.

What fees? Pick a number. 30-50 seems the norm.

What kind of renewal? Send in the check when the new year rolls around. Due Dec 31 for the next calendar year seems to be the norm.
