Can someone explain what the lease covers as far as cost. Does the lessee pay
mortgage, insurance, taxes, expenses, plus lease cost or can it be anything in
between if negotiated into the contract.

A land Master Lease is not a standard document so each one varies as to lessee responsibilities. Usually a triple net lease, the lessee usually pays a yearly lease payment to the lessor and takes on all costs associated with running the park - or self storage, dept store - or whatever business is on the land.
Read every page on the lease and make sure you understand each and every clause.

Make sure the Master Lease has enough years remaining on it to amortize your investment.
