In theory you can search online with either the title no. or the I.D. no. Here is the URL for the inquiry page - https://www.dps.state.oh.us/atps/. Here also is the URL for the main page of the Ohio BMV - http://bmv.ohio.gov/bmv.asp. Call any title office and they should be able to tell you what they can do or not do.

One addtional point. The noteholder has suggested they went to the DMV and they were not able to locate anything with respect to titles either. That doesn’t ring true necessarily. Is it not true that you can at least establish some information through the DMV with the Vehicle Identification Number?
