Carol is right in checking with your county and/or city authorities. Developing a lot with a mobile home on it I feel can be quite a lucrative business, if conditions are right. I personally have NOT went this route…Yet, but who knows what I’ll have going next week. 
I would suggest a really informative video on the subject; “Making Money with Mobile Home Land Development” by Lew Dickson.
It covers all the aspects in that.
There are a lot of details which one needs to be aware of though, thus Carol’s advice in checking with the local authorities. However I for one and I am sure many others, would be interested in how your project works out. Keep us informed, and good luck,
