My question is how do I find out whether or not a particular property owner is paying on the original loan or if the loan has been refinanced? Can this info be found on the net? And if not how much is it going to cost me?

A title search at the local courthouse will tell if there are any liens/mortgages on the property, their age and amounts. Some counties have owner information online while others do not.
