For one-off needs, also check at your local city planning dept (Metroscan) and your local library (Criss Cross) - my city planning dept. will print Metroscan output for me for non-abusive ones-ies. My local library will do look-ups in criss-cross, but not give values.

I need to purchase some type of Real Estate System to look at comperables and to locate names of owners. Does anyone have any suggestions?
PS: Cost is a factor

The Haynes Directory people sell software for this purpose as does Metro Scan. I can’t find the contact information so you’ll need to ask around on the board for who has it. I hear good things about Metro Scan but I think it costs a little more than the Haynes program.

Plus a subscription to your local legal journal. Around here “The Daily Express” reports home sales prices. One could build their own database over time by inputting this info into excel, which has database management capabilities.
