Where I come from, it means that the parcel is not land locked. Specifically, 200 feet of one side abuts a road.

For example, my house sits on a lot that is 90x138. The 90 foot segment runs along the road for property access. That is the front of my house, and could be referred to as 90 feet of road frontage.

However, the term is usually used when talking about commercial real estate. It indicates how much of the property is exposed to passing traffic.
