I’m not even sure if I’m asking the right question, but I’m interested in finding out about government money to rehab low income multi-family housing, and the process for qualifying it as section 8. Thanks in advance for your help.

Check with your area’s Community Development office. In my area they’ve made funds available for the purchase and rehab of buildings in theer “target areas”. Sometimes it was funds for out right purchase and rehab, at low interest rates; at other times they provided matching funds with cooperating local lenders. There may be similar programs in your area. if not, talk to them about starting one.

As a side point, these types of programs typically require that you rent to low income tenants for a year after the rehab is finished. Section 8 fits perfectly with this situation.
