Nothing works 100% of the time. There are deals where offering full price gets turned down.
Short selling is not a fast process. You will have more deals fail than succeed. Hence it is a numbers game. If you get one accepted then the return on your time invested can be very high. Some folks avoid short sales as they have other ways to invest their time. Some folks love short sales as they can mostly stay at home and work the deals (phone, fax, email) with the lender.
