In my experience in Miami it usually has a positive effect.

On S. Beach, many views in SoFi got partially obstructed but increased their value secondary to new buildings higher selling price, this was/is true of Brickell as western brickell continue to set record price/sq. ft records.

I am curious to know how tall buildings impact the value of real estate in a city. I have the opportunity to purchase a luxury condo at the Baltimore Inner Harbor at a discount for my personal use. A proposed building 59+ stories is due to be built next door and would block some of the Northern views but not the harbor (east) or stadium (west) views. The building is to be the tallest in Baltimore and bring high end shops to the area. What impact would this building have on surrounding values even though it might obstruct some views.
