basically you got it. there are always exceptions to every rule, but thats a good one to go by for your example. everything wont require complete replacement so the costs wont always be that easy to figure, this is where contractors come in handy.
on your comps, heated is another good rule of thumb but if its a heated garage it cant be included as living space normally. there are other exceptions also, but another good rule of thumb.
