In California each county has the option of selling Tax Deeds or Tax Lien Certificates. Every county that I am aware of only sells TD, but that could change any year that the county chooses.

I never went to a tax sale in California, but my understanding is that Cal is a DEED state. Refer to Joel Moskowitz’s excellent book “The 16% Solution”. So technically California does not sell certificates because it sells tax deeds instead.
I have been to other states for both lein and deed sales.
