Once the redemption period has expired and there are no other liens on the property can you sell and do you have a clean title do as you wish?

I talked to a “redemption clerk” this morning at the courthouse and she said if I bought the tax certificate that has ALREADY EXPIRED I would have to wait 3 years ALSO and then pursue a quiet title…
My state has a 3 year redemption period
