Send a letter to the address, if there is no contact information on the sign. You might also look up the address on your county auditor’s website. There it will show the owner, etc.

This is a sign I saw on an empty SFH in a nice neighborhood when I was in Atlanta last weekend. Does this mean it’s a confiscated property? How would you find info on it?

This usually means the house is owned by HUD or the VA. You can check their websites for info about the property if it hasn’t already been sold.
