All VA-HUD sales work the same way nationwide. The commission is ALWAYS paid by VA/HUD from the sale proceeds. They both pay up to 6%. Of course, the broker can lower the commission, as I often do, in order to produce a higher net bid and have a better chance of winning it, BUT, IMO no one would do this kind of work for a few hundred dollars.

You do not directly pay the realtor’s commission on a HUD or VA foreclosure. The seller (VA or HUD) pays the commission from the proceeds of the sale.

Of course, the winning bid is the one giving the highest net to the seller after the commisison is paid. Some realtor’s may agree to reduce their commission so that your bid results in a higher net to the seller.

Yes, but they are negotiable. Some brokers charge a flat rate of a couple hundred dollars.
