I bought quite a few lots there are all kinds of zoning, and environmental issues plus water and sewer issues where public facilities are not available. There can be survey issues, encroachment, rights of ways,and there can be problems getting even driveway access to the street. Also financing is not as easy as on houses. On the plus side values can be increased and profits made and there’s no rehab work.
The biggest negative is no income.

If the lot is in an urban area you can rent it as a parking lot.
