What would tax appraisers know about value anyway?

They work for the government. Reality is not a serious consideration for them.

We are looking to purchase a piece of property that is rural and has a mobil home on site. The home, not the land, is valued for tax purposes at $12,800, which is insane to me. It is a 1983 or 84 12 x 56 mobil home with three rooms attached to the back and an a-frame roof and siding. The outside looks great, but the inside has serious issues. The floors are rotten in the bathroom and part of the bedroom. You actually can pick up the floor and see the ground in the master bedroom. There are a few holes in the walls and the kitchen countertops suffer from water damage. Both bedrooms need to be recarpeted as well. A window is broken. So what value does this home have? I want to know whether it would be worth repairing for rental purposes, or if it is a lost cause.
