Meet the HUD fair housing guidelines(www.hud.gov) as well as any your city/county has. Keep records to compare the prospective tenants so that if it ever becomes an issue you can show your fair grading system to anyone who questions that bias was used in your selection.

1./ credit report
2./ job stability
3./ income to pay rent
4./ check previous two landlords
5./ length of previous tenancies
6./ have they ever refused to pay rent
7./ have they ever been evicted
8./ have they ever broken a lease
9./ criminal check
You need to apply the same criteria to each prospective tenant. Create your own standard and stick to it.
