Depending on what municipality you are in. For example, Maricopa County, City of Phoenix, Scottsdale, PV, Glendale,etc all have their own zoning codes. Which part of the valley you are looking at?

You may want to contact county, and most likely city, to find out the where the codes are published and what they mean. Call the city building office and check the web site for the city you are working in.
