The ULI book is good, but is more aimed at medium to large developers, in my opinion. (although it is of some use for a smaller one, too)
But for someone starting out, and without a gazillion dollars, I like Stuart Leland Rider’s “From Dirt to Dollars: An Entrepreneur’s Guide to Commercial Real Estate Development”. It is available from his web site. I don’t remember the URL, but I’m sure you can find it using Google.

http://www.uli.org is an organization about real estate development. They have lots of books on development. A good book on the basics of real estate development is ?Professional Real Estate Development? Second Edition, by ISBN # 0-87420-894-7
Another good book is ?Real Estate Development? Workbook and Manual by Howard A. Zuckerman
Which reminds me, I need to go back and re-read Zuckerman?s book?
