You will need an appraisal but Don’t Order One . . .the lender will/must order and you pay for it.

You find comps at the courthouse, from a real estate agent or an appraiser. Regarding your second question -for what purpose are you asking? If you are looking to buy or refinance, the answer is most likely yes.
