Find out who owns it. If you want to spend some money Have the title company to do a Title peek to see whats against it or not. Go to the building department and see what has happened. Some areas have ordinances that if an inspection of any kind has not happened in 6 months then the permit will expire. Looks to me that you have some detective work that needs to be done. Remember the tougher it is to get the info then the better the deal that it maybe.

I am interest in purchasing a new construction that was not complete. It seem to be abandon for a year. My question is how will I find out information such lien, inspection issue and other possible negative issue? Also I discovered that the address is still register as not improve site. What will be my best approach and negotiation?

I would take a pass. If you don’t have the experience to know already, why look into it? If you did a deal like this it would be pure speculation? Can you afford to speculate?
