if they are factory vacuum sealed, its not a do it yourself proposition. a glass shop will need to measure and order a new double pane factory sealed from the factory. Not cheap could be $180 installed.
Otoh, if its a strom window or removable, then Its a piece of cake to DIY.

Not to be a cheapskate buy hey, looked at a vacant house today , it had some of its windows broken that are double pane , my question is can these be repaired? THX from Elyria Ohio, HAPPY FATHERS DAY!

In my area, I’ve found that it cost almost as much to repair a window as to buy a new one. Of course, things may vary according to what your local glass manufacturers or window specialists charge.
p.s. Spent some time in Elyria while visiting a friend up there (she’s from Rochester). Sure gets cold in your neck of the woods compared to Tennessee!
