Call you utility co. and ask them about having separate meters put on the duplex…they will no doubt have a fee per meter. Then call a plumber and have him quote you for the work.
Of course, your current leases no doubt include “water and sewer”, so you may either have to wait until there is a new tenant to implement the change, or give the current one an incentive … like, keeping his rent at the current level when it’s time to renew for a year.
