Yes it can and is being done over the phone / Fax, but if you select this as an alternative to face to face make sure you mail the agreement for a signature in blue ink or the question of who really signed could come into play.

One property owner found my website with info about lease/option and called me to tell me had a property he wanted to lease/option to me. I sent someone to look at (never saw it). I then negotiated it by phone, fax, e-mail and federal express. I then advertised it for lease with option and found a tenant (had someone else show it and get it signed). I never met the parties in person until closing.
