Here is what I use. Short and sweet is the key. I have had some success with it.

Dear Mr. Homeowner,

I was recently driving through the area and noticed your home located at 123 Smith Street. I am curious as to whether or not you are interested in selling it? I work with a group of investors that would be interested in purchasing your property in its as-is condition. Please contact me if you have any questions, or to discuss this further at xxx-xxx-xxxx.

I was wondering if anyone here has a letter that they send to absentee/out of state owners, when inquiring about possibly selling their vacant houses. I would really appreciate if someone would be generous enough to e-mail me a copy. Thanks in advance.
