A fully-developed park with paved streets, underground utilities etc. will probably cost between $10,000 and $12,000 per space. However, this can vary with location, land cost, governmental policies etc.
It involves a lot of time, substantial risks, and a lot of capital. Unless you are an experienced developer, I would not recommend it.
It is sometimes possible to buy an existing park for less less than the cost of developing. If you are interested, I know the owner of a high-quality, gated community with 140 spaces in an excellent Florida location. It can be purchased for considerably less than the cost of replacement. It was recently completed but never opened. The owner is highly motivated and terms are available.
