Try Wells Fargo Emerging Markets. Depending on your area they may have a local branch. They just opened one up in my home town. They have lots of options available.

Find a good broker in your area as Freddie Mac is a lender who doesn’t require seasoning for R/T refis and go off appraised value. If your selling most lenders will let you have full appraised value if you can prove the improvements you have made. IF you are looking for cash out, most say no until 12 months on title, however, Delta Funding and 1st NLC are 2 lenders I know will do 6 months and give cash out.
