You should e-mail the individual(from a library computer) and tell them that you know an individual that already has control of millions of dollars and would be more than willing to jump into your shoes for the terms they have outlined. You should then give the phone number to the Attorney General for your State or the Dept. of Justice.
People that do things like this are the dregs of society.
